The last change made to the salary thresholds was in 2016.<\/p>\n<p>In summary, regardless of job title, employees must meet both the duties test and the salary test to qualify for an exemption. Allegheny College recognizes the importance of providing you with a retirement plan to help you prepare for your financial future.<\/p>\n<p>TIAA offers guidance, webinars, personal virtual meetings, and scheduled on-campus meetings to ensure that the needs our participating staff and faculty are meet and exceeded.<\/p>\n<p>Please reference this page to support and guide you through TIAA\u2019s offerings.<\/p>\n<h3><strong>Participation Guidelines<\/strong><\/h3>\n<p>Regular full- and part-time employees who work at least 1,000 hours per year are eligible to participate in the Section 403(b) retirement program administered by Teachers Insurance Annuity Association-College Retirement Equity Fund (TIAA-CREF). The following categories of persons employed by the College are not eligible to participate in the Retirement Plan regardless of whether or not they are credited with 1,000 or more hours of service: (a) adjunct faculty members; (b) interns; (c) temporary employees; (d) leased employees; (e) student workers; (f) union employees whose employment is governed by a collective bargaining agreement under which retirement benefits were the subject of good faith bargaining; or (g) independent contractors.<\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>Plan is voluntary<\/li>\n<li>Employee contributions can be made on a pre-tax or Roth basis<\/li>\n<li>Vesting in the plan is immediate<\/li>\n<li>Matching contributions &#8211; eligible employees must contribute a percentage of their salaries in order to participate in the Retirement Annuity (RA) plan.\u00a0 The college will match dollar for dollar up to a maximum of 6.25% of an employee&#8217;s base salary contribution.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><em>Effective Date: An eligible employee may begin participation in the plan on the first of the month following completion of one year of full-time employment as defined by the IRS. If previously employed as a full-time benefit-eligible employee at an institution of higher education for one year immediately preceding employment at Allegheny College, participation can begin immediately; <a href=\"https:\/\/sites.allegheny.edu\/human-resources\/files\/2024\/09\/Retirement_Verification_Form-2.pdf\">Verification of Employment for Participation<\/a> must be turned into HR.<br \/>\nCarrier:\u00a0TIAA-CREF<\/em><\/p>\n<p>For personal security purposes, TIAA no longer permits the download and distribution of their forms for anyone other than the participant logged into their website.<\/p>\n<p><\/p>\n<hr \/>\n<p><\/p>\n<h3><strong>Enroll or Make\/Change Contributions<\/strong><\/h3>\n<p>As previously announced and in partnership with\u00a0<a href=\"https:\/\/allegheny.us1.list-manage.com\/track\/click?u=a3d233efdc65ffea6558aaffc&amp;id=80324d26fe&amp;e=0c80e51f74\">TIAA<\/a>, Allegheny has added enhancements to Self-Service in order streamline the process for making contributions to the retirement account, or the Defined Contribution Plan.<br \/>\n<strong><br \/>\n<\/strong><em>To access the enhanced options:<\/em><\/p>\n<ol>\n<li>Sign in to the Allegheny College benefits portal by visiting <a href=\"https:\/\/selfservice.allegheny.edu\/Student\/Account\/Login?ReturnUrl=%2fStudent%2f\">Self-Service<\/a>.<\/li>\n<li>Select EMPLOYEE. At the top, select EMPLOYEE. Scroll down and select \u2018<strong>TIAA<\/strong>\u2019. This will take you to your TIAA account home page.<\/li>\n<li>Click on the \u2018<strong>Account<\/strong>&#8216; tab\u00a0and find the following features now available:\n<ul>\n<li><strong>Online salary deferral:\u00a0<\/strong>you can enroll in the plan or change your contributions online. You can update the percentage for your contributions and choose the date to make your change effective.<\/li>\n<li><strong>Automatic contributions increase:\u00a0<\/strong>you can set up self-directed automatic increases for your contributions to help build your savings faster. 153 Background Clearances"},"content":{"rendered":"<h3><strong>Act 153 Background Clearances<\/strong><\/h3>\n<hr \/>\n<p><b>What Background Checks are required?<\/b><\/p>\n<p><span style=\"font-weight: 400\">The Commonwealth of Pennsylvania, under Act 153, requires educational employees to complete the following:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">\u201cPennsylvania Criminal History Records Check\u201d is a check of criminal history information obtained from the Pennsylvania State Police that is maintained in the Pennsylvania State Police Central Repository.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">\u201cPennsylvania State Child Abuse Clearance Check\u201d is a check that includes a certification from the Department of Human Services as to whether the applicant is named in the statewide database as an alleged perpetrator in a pending, indicated or founded child abuse investigation in Pennsylvania.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\"><span style=\"font-weight: 400\">And a \u201cFederal Criminal History Records\/FBI Check\u201d is a check of federal criminal history information obtained by the submission of a full set of fingerprints.<\/span><\/span><\/li>\n<\/ol>\n<p><b>Who is required to complete the Act 153 clearances?<\/b><\/p>\n<p><\/p>\n<p><span style=\"font-weight: 400\">Clearances generally will be required in at least the following circumstances:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Faculty who have high school students enrolled in or attending one of their courses.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Faculty, staff, volunteers, and newly hired employees working camps or programs with minors on campus.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Admissions, Athletics, or other staff who interact with high school students while recruiting or working <\/span><b>off <\/b><span style=\"font-weight: 400\">campus.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Summer groups renting our facilities with minors on campus will need to provide the College with an affidavit that they have cleared their employees.<\/span><\/li>\n<\/ul>\n<p><b>Who is not required to complete the clearances?<\/b><\/p>\n<p><\/p>\n<p><span style=\"font-weight: 400\">Following our review of the Act 153, we have determined that the following individuals generally will <\/span><b>not<\/b><span style=\"font-weight: 400\"> be required to complete the three clearances previously required under Act 153:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Current faculty and staff and\/or newly hired faculty and staff as long as direct contact with minors is limited to <\/span><b>prospective students visiting campus or matriculated students at the institution.<\/b><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Admissions staff who interact with prospective students while recruiting those high school students <\/span><b>on Allegheny\u2019s campus<\/b><span style=\"font-weight: 400\">.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Student volunteers hosting overnight visits sponsored by Allegheny and occurring on Allegheny\u2019s campus provided the student volunteer is currently enrolled at Allegheny and is not responsible for the child\u2019s welfare and the event is not for children who are in the care of a child-care service.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\"><span style=\"font-weight: 400\">Dining and custodial employees or contractors working on campus.<\/span><\/span><\/li>\n<\/ul>\n<p><b>Other changes to Act 153:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">While clearances can be transferred from one employer to another employer if the clearances are current and the individual signs an affirmation\/affidavit that the individual has not been convicted of one of the disqualifying crimes nor is otherwise disqualified from employment under Act 153, Allegheny College will only accept screenings that were completed within the 2 months prior to the start date at Allegheny College.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\"><span style=\"font-weight: 400\">Clearances are good for five years.<\/span><\/span><\/li>\n<\/ul>\n<p><b>Miscellaneous:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Allegheny will continue to do criminal background checks on new hires, which will include national and state criminal record checks; credit checks cabinet-level, director-level and finance positions; and motor vehicle checks where driving is required as part of the job.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\"><span style=\"font-weight: 400\">A clearance received for volunteer purposes cannot be used when applying for an employment position but a clearance received for employment purposes can be used when applying for a volunteer position.<\/span><\/span><\/li>\n<\/ul>\n<p><b>What is the process to complete the FBI fingerprinting and PA state criminal record check?<\/b><\/p>\n<p><\/p>\n<p><span style=\"font-weight: 400\">You will first need to complete the <\/span><a href=\"https:\/\/sitesmedia.s3.amazonaws.com\/hr\/files\/2015\/10\/Employment_Inquiry_Release_NeworCurrent_Ees_AC_2015.pdf\"><span style=\"font-weight: 400\">Release Form<\/span><\/a><span style=\"font-weight: 400\">.\u00a0 We need this information in order to complete the PA state criminal record check and to register you for the fingerprinting at the IndentoGo facility.\u00a0 You should complete and sign the form and mail it to the Office of Human Resources, Bentley Hall Office 212 or box 4.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The nearest IndentoGo facility for fingerprinting is in the Family Community Christian Association, on Chestnut Street in Meadville, PA.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Please note that Allegheny College <\/span><b>will not<\/b><span style=\"font-weight: 400\"> receive a copy of your fingerprinting results directly; the results will be accessible through the IdentoGo portal (via email link) or mailed directly to you at your home address.\u00a0 You must provide your results to the Allegheny College\u2019s Human Resources Office, Bentley Hall Office 212 or box 4.<\/span><\/p>\n<p><\/p>\n<p><b>What is the process to obtain my PA Child Abuse Clearance?<\/b><\/p>\n<p><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Once the Office of Human Resources receives your signed and completed Release Form, you will be e-mailed detailed instructions and a prepayment code to complete your child abuse clearance.\u00a0 The code will be unique to your registration.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Once you receive your Prepayment Code, go to the new Child Welfare Portal<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Click on \u201cCreate a New Account\u201d and then select the blue \u201cNext\u201d button at the bottom of the page.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Complete all of the required information to create a Keystone ID.\u00a0 Hit \u201cFinish\u201d at the bottom.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The system will email you an automatic temporary password.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">After you receive your temporary password via email, you will need to go back into the system to \u201cLOGIN\u201d using the newly assigned password.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The system will then offer you an opportunity to create a new password.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Complete all of the required information.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Where prompted, you will need to copy and paste your pre-paid number that was provided by the Office of Human Resources.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">When asked for a signature at the end, please include your given name (not your Keystone ID).\u00a0 Enter your name in lower case letters, DO NOT use capitals.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">If you have completed your information correctly, you will receive a notice that the application has been successfully received.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\"><span style=\"font-weight: 400\">Allegheny College will receive a copy of the results for your PA Child Abuse Clearance.\u00a0 It will not be necessary to submit these results separately to Allegheny College.\n<p><\/span><\/span><\/li>\n<\/ul>\n<p><b>Who is paying for these background checks?<\/p>\n<p><\/b><\/p>\n<p><span style=\"font-weight: 400\">Allegheny College will be responsible for all fees and charges associated with the completion of the three background checks for employees.\u00a0 Allegheny College will not release the results of these checks if paid for by the college.<\/span><\/p>\n<p><i><span style=\"font-weight: 400\">Volunteers will need to provide their own clearances.<\/span><\/i><\/p>\n<p><\/p>\n<p><b>How often are these background checks run?<\/b><\/p>\n<p><\/p>\n<p><span style=\"font-weight: 400\">New clearances must be obtained every 5 years for those employees required to obtain them.<\/span><\/p>\n<p><\/p>\n<p><b>I recently had these same checks completed for another employer or organization.\u00a0 Do I need to have them completed again by Allegheny College if they were done in the last 5 years?<\/b><\/p>\n<p><\/p>\n<p><span style=\"font-weight: 400\">While these clearances <\/span><i><span style=\"font-weight: 400\">can<\/span><\/i><span style=\"font-weight: 400\"> be transferred, Allegheny College will not accept results obtained more than 2 months in advance of the employee\u2019s start date with the college.\u00a0 If a new employee\u2019s screenings were completed within the 2 months leading up to their start at Allegheny College, the employee needs to provide the screening results and this <\/span><a
