Established in 2017, the prize was named in 2019 in honor of retiring Allegheny College President James H. Mullen, Jr. in recognition of his commitment to civility on campus, locally, regionally, and nationally. Naming the prize was made possible by a generous gift from Dag and Julie Grosjean Skattum (’84/’85).

Honoree Bio

Nominees

About The Prize

About The Honoree

The Office of the Dean of Students is proud to announce the recipient of the 2020 Dr. James H. For example, as president of the Men of Color Advancement Association (MOCAA), he has worked tirelessly with the organization’s members on crucial issues, including peer mentoring, building community, philanthropy, and self-esteem. Mullen, Jr., today presented the 2019 Allegheny College Prize for Civility in Public Life to U.S. Congressmen Doug Collins (R-Ga.) and Hakeem Jeffries (D-N.Y.) for their collaborative work toward criminal justice reform, which resulted in passage of the bipartisan First Step Act.

“This friendship is an example America dearly needs right now,” said President Emeritus Mullen. “Representatives Collins and Jeffries are at different ends of the ideological spectrum, and their districts are as different as America herself. They disagree strongly on key issues but never demonize each other, and they look for opportunities when they can work together for America. They found that in criminal justice reform, and our nation is better for their work together – lifted up by their example.”

Brought together by their shared Baptist faith and love of music, Representatives Collins and Jeffries have partnered on several pieces of bipartisan legislation since both arriving in Congress in 2013. The four legislators were presented with the prize for their efforts to build bipartisan consensus on reforms to the state’s criminal justice system; with the ultimate goal of reducing recidivism and helping individuals who have learned from past mistakes re-enter into the workforce.

“We’re honored to partner with Allegheny College for the third year in a row to incorporate the presentation of the Pennsylvania ‘Allegheny College Prize for Civility in Public Life’ into our Annual Dinner program,” said PA Chamber President and CEO Gene Barr. “In today’s divisive political environment, all too often bipartisanship is the rarity instead of the norm. But tonight’s honorees show that it is possible to work across party lines to find common ground and move important issues forward. As part of our overall workforce development efforts, the PA Chamber has worked closely with all four Criminal Justice Reform Caucus chairs and we are proud to recognize their work tonight.”

Allegheny College, a 204-year-old national liberal arts college in Meadville, Crawford County, created its Prize for Civility in Public Life to honor public officials from both sides of the political spectrum who have conducted themselves with noteworthy civility. The Prize has been awarded nationally since 2012, and in Pennsylvania since 2017. Last year, former Republican U.S. Rep. Charlie Dent and Democratic state Auditor General Eugene DePasquale received the state prize.

“The four chairs of the General Assembly’s Criminal Justice Reform caucus represent districts from one end of the state to the other, districts that powerfully reflect Pennsylvania’s rich diversity,” said Dr. Hilary Link, president of Allegheny College. “Too often, such differences preclude working together constructively. But our winners tonight show us that it need not be so. They have set differences aside to work together in good faith, to achieve common ground where they can, in one of the most important public-policy issues of our time.”

Bartolotta, Haywood, Delozier and Harris founded the Criminal Justice Reform Caucus in January of 2019 to build on the success of the passage of the Clean Slate Act – a first of its kind law that will help former, non-violent offenders who have learned from their past mistakes get a second chance by automatically sealing criminal records that are 10 years old or older. The caucus aims to advance policies that address issues such as barriers to employment in the occupational licensure system; education and workforce skills during incarceration; probation and parole issues; and programs focused on successful rehabilitation and re-entry into society.

“In an era of divided government and deep partisan disagreements, civility has never been more important in public life. We all have similar goals; we just need to work together to achieve them,” Senator Camera Bartolotta said. “I appreciate Allegheny College not only for recognizing the ongoing efforts on both sides of the aisle to improve the criminal justice system, but also for continuing to honor the leaders who are committed to working together without being divided by party affiliation or ideology.”

“Campaigning is about accentuating differences. Governing is about bridging differences,” said Senator Haywood (D-Montgomery/Philadelphia). “Just because we can’t agree on everything, doesn’t mean that we can’t agree on some things. We all have a lot to learn from each other.”

“Thank you to Allegheny College for recognizing us with this honor at the PA Chamber dinner,” said Representative Sheryl Delozier. “We are doing great things to reform the criminal justice system in Pennsylvania. I appreciate being recognized for my willingness to work across the aisle in what are widely considered to be polarized times politically. My door is always open to my constituents and colleagues.”

“It’s incredibly humbling to receive an award that has been given to such great figures in American politics as Vice President Joe Biden and Sen. John McCain, Congressmen Beto O’Rourke and Will Hurd, Sens. Dianne Feinstein and Lindsay Graham, the Women of the United States Senate, and Supreme Court Justices Ruth Bader Ginsburg and Antonin Scalia,” Representative Jordan Harris said. “Civility in politics is essential to ensuring that we are able to accomplish our goals and properly represent those who elect us to serve. It’s possible to disagree without being disagreeable, and this ability to be civil helps us work together when we find common ground. Success found through bipartisanship can inspire other lawmakers to follow the same path and restore civility to our political process.”

About the Prize recipients exhibit a depth and breadth of activities, roles, responsibilities, and years of involvement that have a significant impact on civility and respect on the campus and beyond.

The Office of the Dean of Students is proud to announce the recipient of the 2019 Dr. James H. Mullen, Jr. Student Prize for Civility in Public Life. “She is poised and self-possessed without ever drifting into overconfidence or arrogance.”

Recognizing the need for productive conversations with her peers about campus climate and community, Megan worked to become a trained Sustained Dialogues leader. She built on that experience by founding the student club Positive Deviance during her junior year. The group works to cultivate a kinder culture by creating initiatives that encourage others to perform and recognize kindness and compassion.
Through Positive Deviance, Megan also has brought other Allegheny student leaders to the Cor Foundation to be trained and help lead high school leadership seminars in the goal of developing more compassionate student leaders. Megan has organized several “Big Talk” community-building sessions in Grounds for Change, opportunities for students to come together, skip the small talk, and get to know each other through conversations that require vulnerability, openness, patience, and nonjudgmental, active listening.

One nominator notes that, although Megan “may, in fact, be the busiest person on Allegheny’s campus, she always had time to be there for her friends and peers. Megan is a person you can count on.” Megan has provided support and guidance as a resident advisor, a teaching assistant for molecular biology and organic chemistry, a public speaking consultant, and a member of the Ultimate Frisbee team. She also has volunteered with 4th Graders as Scientists, Wesbury Retirement Community, and several other organizations. In addition, Megan has invested time in mentoring younger students, both informally and in her work as a research assistant.

A biochemistry major and psychology minor, Megan has focused on cancer research during her time as an Allegheny student. She has conducted research both on campus and through off-campus fellowships, including one at the Fred Hutchinson Cancer Research Center in Seattle. Following graduation, she plans to pursue dual M.D./Ph.D. degrees. “Her dream is to continue doing cancer research and change lives doing it,” writes a nominator. “I can’t think of a more humble and compassionate person to do so.” Indeed, Megan has even put her passion for healthcare into practice through a community health internship with the Meadville Medical Center. She meets weekly with at-risk patients and works with healthcare professionals to help individuals meet their health goals.

In her nomination, an Allegheny alumna eloquently summarizes the meaningful difference Megan has made in many facets of the College community: “Megan is a brilliant student, a passionate and hard worker, a mentor, and a campus leader who goes through every day trying to embody Allegheny’s Statement of Community. Megan is a person I look up to in every way, and she personifies civility in public life.”

Nominees

The 2019 Dr. James H. Charlie Dent and Democratic state Auditor General Eugene DePasquale. The pair was presented with the prize for their efforts to work across the political aisle to get things accomplished for the betterment of the Commonwealth, an increasingly rare action in today’s hyper partisan climate.

“As part of our Annual Dinner program, the PA Chamber is honored to partner with Allegheny College to recognize individuals who have displayed civility in political discourse,” said PA Chamber President and CEO Gene Barr. “Congressman Dent and Auditor General DePasquale have shown that despite serving in inherently political and partisan roles, it is possible to reach across the aisle to achieve bipartisan agreement on issues. They are wonderful examples of how to communicate your position in a respectful and civil manner, despite having philosophical differences with colleagues or other elected officials.”

Allegheny College, a 203-year-old national liberal arts college in Meadville, Crawford County, created its national Prize for Civility in Public Life in 2011. Presented annually at the National Press Club, the national award recognizes two public figures on the national stage – one liberal and one conservative – who argue with conviction and with civility for their beliefs. Previous award winners include the late Sen. John McCain, R-Arizona, and former Vice President Joe Biden; U.S. Supreme Court Justices Ruth Bader Ginsburg and the late Antonin Scalia; and in 2018 Texas Congressmen Beto O’Rourke and Will Hurd. This marks the second year that Allegheny College issued the award at the state level. Last year, seasoned political veterans Alan Novak and T.J. Rooney received the state prize.

“When politics works right, it is tough and partisan, but also joyous and fulfilling,” said Allegheny College President James Mullen, Jr. “It is filled with great characters who may not share much in terms of policy agreement but share a respect for each other, for the process and for the shared work they owe the nation. But particularly in the past decade, we have seen harmful signs in the level of civility in our national discourse – a decline that seems to be intensifying and a decline that we fear will drive Americans – particularly young people – from engagement in public life. So tonight we are particularly pleased to celebrate two individuals who have demonstrated civility throughout their distinguished careers in public service.”

Dent and DePasquale have both had long and varied political careers. During Dent’s nearly three decades in elected office – both on the state and federal levels – he developed a reputation for collaborating with both Republicans and Democrats to find bipartisan solutions on a variety of issues – including healthcare and immigration. Likewise, during his six years in the state legislature and throughout his ongoing tenure as Pennsylvania’s Auditor General, DePasquale has shown time and again his willingness to transcend party politics to bring accountability and transparency to state government.

“I am humbled and honored to be recognized, along with Auditor General Gene DiPasquale, by Allegheny College with this prestigious civility award,” said former Congressman Dent. “Our politics in America is seriously fractured, and it is incumbent upon elected officials — especially legislators — to fulfill their most basic, fundamental responsibility of governing. Too often doing what must be done is subordinated to a paralyzing politics of the moment. We can and must do better. Allegheny College and other concerned organizations and institutions are helping by providing a political space and reward to those who aspire to make our Republic work more effectively and in keeping with the high ideals of our nation’s enlightened founders.”

“It is truly an honor to be recognized for promoting civility in public life,” said DePasquale. “I have always felt that you can be tough and civil at the same time and the two are not competing values. We must recognize that this is a broad and diverse country and through civil discourse we can reach consensus that benefits everyone. I want to thank Allegheny College and the Pennsylvania Chamber for working to promote the value of civility.”

About the Honorees

Charlie Dent

Bio at congress.gov

Eugene DePasquale

Bio at paauditor.gov

Allegheny College President James H. Just as they have demonstrated before me, we must be able to disagree without being disagreeable to ensure that the competition of ideas that has powered this experiment called America continues to work,” said US Representative Will Hurd (TX-23). “Furthermore, if we live in a society where the pursuit of mutual understanding is no longer a virtue, then our enemies will be able to exploit the resulting divide.”

“The urgent concerns we’re hearing across all 254 counties of Texas are too critical to abandon civility, decency and bipartisanship for anything that could otherwise divide us,” said Congressman O’Rourke (TX-16). “It’s an honor to receive this award and now we must come together as Texans, as Americans to get after the big, bold, important work ahead of our country.”

Allegheny College created its national Prize for Civility in Public Life in 2011 to recognize two public figures, one from the left and one from the right, who argue passionately but with civility for their beliefs.

“The conversations in Washington are becoming increasingly divided and instances of civility are becoming rare,” said Governor Tom Ridge, the first U.S. Secretary of Homeland Security and advisor to the civility prize. “The congressmen used their road trip as an opportunity to lead by example and publicly showed how we should be having these important conversations. The prize seeks to celebrate civility when we see it rather than lament its absence, in hopes that others will be inspired to hold themselves to a higher standard.”

Previous winners of the national award include: the remarkable friendship of U.S. Supreme Court Justices Ruth Bader Ginsburg and the late Antonin Scalia in 2017; then-Vice President Joe Biden and Sen.
