This lot can be accessed from Highland Avenue and is north of Sherman St.<\/p>\n<p><strong>Lot #3:<\/strong> Phi Psi Lot <em>(OC-Orange)<\/em><br \/>\nThis lot is for use by the residents of the Phi Psi building. Access to this lot is off E. College St. east of Highland Avenue.<\/p>\n<p><strong>Lot #4:<\/strong> Ravine Lot <em>(All Registered Vehicles)<\/em><br \/>\nThis lot is for All Registered Allegheny College Vehicles. It is accessed from the east end of East College St.<\/p>\n<p><strong>Lot #5:<\/strong> Edwards lot <em>(ED-Brown)<\/em><br \/>\nThis lot is for Edwards Hall residents only and is accessed off Highland Ave., north of East College on the east side of the street.<\/p>\n<p><strong>Lot #6:<\/strong> Wise Center <em>(Gold)<\/em><br \/>\nThis lot is entered from Highland Ave. and the Wise Center. It is for employee parking only.<\/p>\n<p><strong>Lot #7:<\/strong> Crawford Hall <em>(CR-Purple, OC-Orange, AC-pink)<br \/>\n<\/em>This lot is located north of Crawford Hall off of East John St. and is primarily for Crawford Hall residents. Commuters and Allegheny Commons residents may also park in this lot with a sticker.<\/p>\n<p><strong>Lot #8:<\/strong> Wise Center <em>(Gold)<\/em><br \/>\nThis lot is located on the north side of the Wise Center and is for employees only.<\/p>\n<p><strong>Lot #9:<\/strong> Vukovich Lot <em>(Gold)<\/em><br \/>\nThis lot is located off of Highland Avenue north of the Campus Center and is for employees only.<\/p>\n<p><strong>Lot #10:<\/strong> Highland\/Limber Rd <em>(CA-Dark Green, NV-Black, and BR-Red)<\/em><br \/>\nThis lot is accessed from Highland Ave. and is used by Caflisch, Brooks, and North Village residents.<\/p>\n<p><strong>Lot #11:<\/strong> Caflisch Hall <em>(CA-Dark Green)<\/em><br \/>\nThis lot is accessed from the north end of Caflisch Hall off of John St. This lot is only for residents of Caflisch Hall.<\/p>\n<p><strong>Lot #12:<\/strong> ABC House-288 Loomis Street <em>(OC-Orange and SC-Silver)<\/em><br \/>\nThis lot is located behind the house and is for Commuters and Schultz Hall Residents.<\/p>\n<p><strong>Lot #13:<\/strong> Clover Lane Lot <em>(Gold)<\/em><br \/>\nThis lot is located behind the Library off of Clover Lane and Sherman St. This lot is for employees only.<\/p>\n<p><strong>Lot #14:<\/strong> Motor Pool Lot <em>(Motor Pool Vehicles Only)<\/em><br \/>\nThis lot is accessed from Sherman St. on the south side of the library and is for the college motor pool vehicles only.<\/p>\n<p><strong>Lot #15:<\/strong> Carnegie Lot <em>(Gold)<\/em><br \/>\nAccess to this lot is off of North Main St. south of Carnegie Hall. Example would be changing dorms or moving off or on campus.<\/p>\n<h4>Boot Fines<\/h4>\n<p>A boot removal fee of $50.00 must be paid to the Public Safety office. All outstanding traffic fines must be paid prior to the boot being removed. If the fines cannot be paid immediately special arrangements must be made with this office for payment.<\/p>\n<p>These regulations will be enforced on all Allegheny College property. This includes Robertson Field, and College owned houses. Refer to the Allegheny College TRAFFIC CODE HANDBOOK for more information.<\/p>\n<p>Registration of a vehicle DOES NOT GUARANTEE a parking space, but only permits the holder of a permit to park on the private property of the college in available spaces. The permit assists security in determining vehicle ownership, in case of emergency. In accepting a registration sticker, the holder agrees to abide by all traffic and parking regulations. Failure to do so may result in loss of parking privileges on campus property.<\/p>\n<p>Use of Wheel Boot Relating to Parking Regulations Vehicle immobilization, better known as &#8220;booting&#8221; has proven to be a successful method of collecting unpaid fines. It can also be used to correct and control undesirable parking habits. Booting is the preferable treatment, as towing can be very expensive.<\/p>\n<p>Vehicles will be booted for the following reasons<\/p>\n<ul>\n<li>After the vehicle has been issued (3) parking tickets that have not been paid, and or continues to violate parking or traffic regulations.<\/li>\n<li>Continues to park in violation in a visitors, or admissions only area.<\/li>\n<li>Continues to park in violation of assigned lots after having been warned or cited.<\/li>\n<\/ul>\n<p>Allegheny College is a pedestrian campus, and all classrooms are located within a few minutes walk from the residence halls and parking areas.<\/p>\n<h4>SNOW REMOVAL AND EMERGENCIES<\/h4>\n<p>All members of the Allegheny community may be required to move their vehicles from their assigned lot for snow removal. A snow emergency is an unforeseen combination of circumstances that calls for immediate action. The Allegheny community will be advised as to the lots that will be available to park if this should occur.<\/p>\n<p>Parking signs have been kept to a minimum to preserve the beauty of the campus. It is the responsibility of each student, faculty, and staff member of Allegheny College to obtain a copy of the Allegheny College Traffic Code book. These books are available at the Public Safety office. It will be each person&#8217;s responsibility to become familiar with this book. This information is also available on the Allegheny web site.<\/p>\n<h3>Section 501<\/h3>\n<h4>Serious Motor Vehicle Violations and Fines<\/h4>\n<ol>\n<li>No one operating a motor vehicle on the property of Allegheny College shall disobey the directions of any traffic signals or signs placed in accordance with Traffic Committee&#8217;s authority unless otherwise directed by a uniformed Security Officer. The fine for the violation shall be $30.00<\/li>\n<li>No one operating a motor vehicle on the property of Allegheny College shall drive said vehicle in such a manner as to constitute reckless driving and\/or driving too fast for conditions. The Traffic Committee and\/or its agents need only to establish a prima facie case for moving traffic regulations. FINE: First offense shall be $35.00 plus restitution of any property damage. Second offense shall be loss of driving privileges on campus.<\/li>\n<li>A person shall not drive any vehicle on the property of Allegheny College while under the influence of any controlled substance and\/or under the combined influence of alcohol and a controlled substance to a degree which renders the person incapable of safe driving.\n<ul>\n<li>The fine for this violation shall be $50,00 for the first offense plus disciplinary action by Allegheny College.<\/li>\n<li>Second offense will be automatically charged under the Pennsylvania State Vehicle Code.<\/li>\n<li>Any student whom the College Security Officer has probably cause to believe has violated the provisions of this section shall not be permitted to drive said vehicle; the car keys will be confiscated and the vehicle impounded under Public Security custody. The car keys will be turned over to the Dean of Students. Car keys and the release of vehicle to said student will only be granted on authorization by the Dean of Students.<\/li>\n<\/ul>\n<\/li>\n<li>Failure of any individual to obey a lawful order issued by a Security Officer employed by Allegheny College pertaining to traffic duty shall be liable to a $30.00 fine.<\/li>\n<li>Public Safety is empowered to boot, tow away, or impound at the owners&#8217; risk any vehicle found in violation on college owned property. The responsibility of any expenses will also fall on the owner. Both student and non-student, who are flagrant violators of college parking and traffic rules and regulations, will be notified after the third (3) offense that their vehicle will be &#8220;booted&#8221; to correct their behavior.<\/li>\n<li>Parking and\/or driving on any lawn area is prohibited. Lawn areas include, but are not limited to, lawns, sidewalks, trails, and all Robertson Field areas. Such action is liable for a fine of $35.00 and restitution for all damage.<\/li>\n<li>Failure to obey signs with regard to Special Event Parking shall be liable for a fine of $30.00 plus towing and storage. Such vehicles will be towed to an approved  storage area and released only upon payment of towing charges and  storage fees.<\/p>\n<p><em>Section 402: Disabled Vehicles<\/em><br \/>\nIt shall be the responsibility of the operator of a vehicle to notify Public Safety of the location of the disabled  vehicle. Failure to do so may result in ticketing, booting, or towing.  All charges are the responsibility of the college-registered owner.<\/p>\n<p><em>Section 403: Towing<\/em><br \/>\nAny Public Safety officer may order an illegally parked vehicle to be removed  from campus and placed in storage when the position of said vehicle  presents a safety hazard or obstacle to the Allegheny College community  or property.<\/p>\n<ol>\n<li>Attempts must be made to contact owner\/operator of said vehicle to  be towed prior to removal.<\/li>\n<li>If towed, notification in registered mail will be sent to the owner  or registered student, in the event that the individual can not be  contacted otherwise.<\/li>\n<li>Towing charges will be those set by the towing agent.<\/li>\n<li>Storage charges are set by the storage company.<\/li>\n<li>Payment of towing\/storage charges shall be final and conclusive and  shall constitute a waiver of any right to recover the money paid.<\/li>\n<li>Payment can be made under protest by filing a form provided within  three (3) days.<\/li>\n<li>If it is determined that an improper tow was effected, Allegheny  College shall pay only the towing charge.<\/li>\n<\/ol>\n<p><em>Section 404<\/em><br \/>\nAllegheny College may revoke or suspend the parking privileges of any  individual for cause. Written notification will be made by the Director of Public Safety.<\/p>\n<p><em>Section 405: Availability of Parking Spaces<\/em><br \/>\nRegistration of a vehicle DOES NOT GUARANTEE a parking space, but only  permits the holder of a permit to park on the private property of the  college in available spaces. The permit assists Public Safety in  determining vehicle ownership, in case of emergency. Unregistered  vehicles are treated as a visitor&#8217;s vehicle until the owner is  determined to be a member of the Allegheny College community.  Identification of vehicles on campus is a serious concern of Public Safety. In accepting a registration sticker, the  holder agrees to abide by all traffic and parking regulations. It can also be used to  correct and control undesirable parking habits. In the past, Public Safety has had to tow away the vehicles of some offenders.  Booting is preferable treatment, as towing can be very expensive.<\/p>\n<p>Allegheny College will designate certain parking lots and areas for  campus resident and commuter students, faculty, staff, visitors, and  construction and delivery vehicles. Enforcement will be fair. But firm.<\/p>\n<p>Citations will be issued as a first step, wheel boots will be used as  a second step, and towing will be used as a last resort, when possible.  In all cases, officers will use good judgment when enforcing campus  rules and regulations.<\/p>\n<p>Vehicles will be booted for the following reasons:<\/p>\n<ol>\n<li>After the owner of the vehicle in question has been issued three (3)  or more citations and has failed to take corrective action, and\/or  continues to violate parking rules and regulations.<\/li>\n<li>Continues to park in violation in a visitor&#8217;s area.<\/li>\n<li>Continues to park in violation of assigned lots after having been  warned or cited.<\/li>\n<\/ol>\n<p><em>Special Instructions:<\/em><br \/>\nVehicles being booted will be fined in accordance with the parking rules  and regulations fee and fine schedule. All students, including first-year students, must register their vehicles with Public Safety.<\/p>\n<p><em>Section 301: Decals and Permits<\/em><\/p>\n<ol>\n<li>Gold stickers are for college faculty, staff, and administration.<\/li>\n<li>Temporary\/Visitor permits are for visitors and are valid for date indicated.<\/li>\n<li>Student stickers are valid for the school year as indicated by the sticker.<\/li>\n<li>All parking stickers shall be placed on the extreme lower left-hand corner of the rear window. Exceptions are made for canvas topped vehicles and motorcycles.<\/li>\n<li>Each new school year a validation sticker will be placed on the sticker to indicate current registration. Parking stickers will be changed for students if housing is changed during the school year or for the new school year to reflect their parking privileges.<\/li>\n<li>Permits or decals not properly displayed shall be deemed invalid.<\/li>\n<li>Decals and permits are not transferable from vehicle to vehicle.<\/li>\n<li>An adhesive Temporary\/Visitor permits and must be displayed on the rear window inside in the left (driver&#8217;s side) lower corner with the information facing out. These permits can only be obtained at Public Safety. Students are responsible for the parking behavior of their guests and will be responsible for any fines incurred if visitor defaults on the payment of fines.<\/li>\n<li>Decals and permits shall be purchased\/secured from the Director of Public Safety within the following time limits: a. Students shall register their vehicles upon bringing the vehicle to campus.<br \/>\nb. Employees shall register their vehicles within one (1) week of their employment.<br \/>\nc. Any person who acquires another or a replacement vehicle shall register said vehicle within 24 hours of bringing it onto campus.<br \/>\nd. Students and employees may only register a vehicle that is owned by them or a member of their immediate families. Exceptions must be cleared through the Director of Public Safety.<\/li>\n<\/ol>\n<p><em>Section 302<\/em><\/p>\n<p>Freshman students must register their vehicles upon arrival with Public Safety. At the time of registration they will be assigned their parking privileges.<\/p>\n<p><em>Section 303<\/em><\/p>\n<p>All students classified as &#8220;commuters&#8221; must register their vehicles and only park in their assigned lots if they desire to park on Allegheny College property.<\/p>\n<p><em>Section 304: Costs<\/em><\/p>\n<p>A. Student Stickers<\/p>\n<ol>\n<li>The cost of vehicle registration during the school year is $200.00. Students are only allowed one (1) vehicle to be parked on college property.<\/li>\n<li>Replacement stickers are free of charge. The student will be assigned the same number as their original registration indicates.<\/li>\n<\/ol>\n<p>B. Temporary\/Visitors Permits<br \/>\nA temporary pass for one week will be issued to a student for a fee of $20.00.<\/p>\n<p>C. Employee Stickers<br \/>\nThe sticker will be issued at no charge upon employment with Allegheny College as an employee benefit.<\/p>\n<p><em>Section 305: Insurance<\/em><br \/>\nProof of ownership, operator license, liability insurance and any other pertinent information requested on the registration form is the responsibility of the individual registering said motor vehicle.
