Highland Ave.<\/p>\n<p><b>Lot #2:<\/b> Highland Ave. Resident Lot (<b>CC-Yellow<\/b>, and <b>OC-Orange<\/b>)<br \/>\nThis lot is primarily for the residents of College Court, but Commuters are also allowed to park here. This lot can be accessed from Highland Avenue and is north of Sherman St.<\/p>\n<p><b>Lot #3:<\/b> Phi Psi Lot (<b>OC-Orange<\/b>)<br \/>\nThis lot is for use by the residents of the Phi Psi Fraternity. Access to this lot is off E. College St. east of Highland Avenue.<\/p>\n<p><b>Lot #4:<\/b> Ravine Lot (<b>RA-Green<\/b> and All Registered Vehicles<i>)<\/i><i><br \/>\n<\/i>This lot is for Ravine Hall Residents along with All Registered Allegheny College Vehicles. It is accessed from the east end of East College St.<\/p>\n<p><b>Lot #5:<\/b> Edwards lot <i>(<\/i><b>ED-Brown<\/b>, <b>RA-Green<\/b><i>)<\/i><i><br \/>\n<\/i>This lot is for Edwards Hall and Ravine Hall residents and is accessed off Highland Ave., north of East College on the east side of the street.<\/p>\n<p><b>Lot #6:<\/b> Wise Center (<b>Gold<\/b>)<br \/>\nThis lot is entered from Highland Ave. and the Wise Center. It is for employee parking only.<\/p>\n<p><b>Lot #7:<\/b> Crawford Hall <i>(<\/i><b>CR-Purple<\/b>, <b>OC-Orange<\/b>, <b>AC-Pink<\/b><i>)<\/i><i><br \/>\n<\/i>This lot is located north of Crawford Hall off of East John St. and is primarily for Crawford Hall residents. Commuters and Allegheny Commons residents may also park in this lot.<\/p>\n<p><b>Lot #8:<\/b> Wise Center (<b>Gold<\/b>)<i><br \/>\n<\/i>This lot is located on the north side of the Wise Center and is for employees only.<\/p>\n<p><b>Lot #9:<\/b> Vukovich Lot (<b>Gold<\/b>)<br \/>\nThis lot is located off of Highland Avenue north of the Campus Center. This is an employee-only lot with the exception of three (3) temporary 30 minute parking spaces, and four (4) Registered Visitor spaces.<\/p>\n<p><b>Lot #10:<\/b> Highland\/Limber Rd (<b>RA-Green<\/b>, <b>NV-Black<\/b>, and <b>BR-Red<\/b>)<br \/>\nThis lot is accessed from Highland Ave. and is used by Brooks, North Village, and Ravine residents.<\/p>\n<p><b>Lot #11A:<\/b> Caflisch Lot &#8211; West Side (<b>NV-Black<\/b> and Registered Visitors) <i><br \/>\n<\/i>This lot is accessed off of John St. This lot is for North Village, and Visitors only and shares an outside boundary with Lot #11B.<\/p>\n<p><b>Lot #11B: <\/b>\u00a0Caflisch Lot &#8211; East Side (<b>OC-Orange<\/b>)<\/p>\n<p>This lot is accessed off of John St. This lot is for Commuters only and shares an outside boundary with Lot #11A.<\/p>\n<p><b>Lot #12:<\/b> ABC House-288 Loomis Street <b>(<\/b><b>OC-Orange<\/b><b> and <\/b><b>SC-Silver<\/b><b>)<\/b><i><br \/>\n<\/i>This lot is located behind the house and is for Commuters and Schultz Hall Residents.<\/p>\n<p><b>Lot #13:<\/b> Clover Lane Lot (<b>Gold<\/b>)<br \/>\nThis lot is located behind the Library off of Clover Lane and Sherman St. This lot is for employees only.<\/p>\n<p><b>Lot #14:<\/b> Motor Pool Lot <b>(Motor Pool Vehicles Only)<\/b><b><br \/>\n<\/b>This lot is accessed from Sherman St. on the south side of the library and is for the college motor pool vehicles only.<\/p>\n<p><b>Lot #15:<\/b> Carnegie Lot (<b>Gold<\/b>)<br \/>\nAccess to this lot is off of North Main St. south of Carnegie Hall. This lot is for employees only.<\/p>\n<p><b>Lot #16:<\/b> Reis Hall Lot<br \/>\nAccess to this lot is off of North Main Street and is for Registered Visitors Only. Due to construction, this lot will not be in operation during the 2025 &#8211; 2026 academic year.<\/p>\n<p><b>Lot #17:<\/b> <b>Admissions Visitors Only<\/b><br \/>\nThis Lot is located on John Street, west of North Main Street, in front of 454 House and is for Admissions Visitors only.<\/p>\n<p><b>Lot #21A:<\/b> Lower Odd Fellows Lot (<b>Gold<\/b>)<br \/>\nThis lot is located behind the Odd Fellows Building with access from Prospect Street, or Allegheny Street and is for employees only.<\/p>\n<p><b>Lot #21B:<\/b> Upper Odd Fellows Lot (<b>BR- Red<\/b>, <b>BA-Dark Blue<\/b>, <b>OC-Orange<\/b> and <b>Gold<\/b>)<br \/>\nThis lot is located behind the Odd Fellows Building with access from Allegheny St. This lot is for residents of Brooks, Baldwin, and Commuters. A snow emergency is an unforeseen combination of circumstances that calls for immediate action. The Allegheny community will be advised as to the lots that will be available to park if this should occur.<\/h4>\n<h3><em>Section 501<\/em><\/h3>\n<h4>Serious Motor Vehicle Violations and Fines<\/h4>\n<p>No one operating a motor vehicle on the property of Allegheny College shall disobey the directions of any traffic signals or signs placed in accordance with Traffic Committee\u2019s authority unless otherwise directed by a uniformed Security Officer. The fine for the violation shall be $30.00<\/p>\n<ol>\n<li aria-level=\"1\">No one operating a motor vehicle on the property of Allegheny College shall drive said vehicle in such a manner as to constitute reckless driving and\/or driving too fast for conditions. The Traffic Committee and\/or its agents need only to establish a prima facie case for moving traffic regulations. FINE: First offense shall be $35.00 plus restitution of any property damage. The second offense shall be loss of driving privileges on campus.<\/li>\n<li aria-level=\"1\">A person shall not drive any vehicle on the property of Allegheny College while under the influence of alcohol, a controlled substance, or under the combined influence of alcohol and a controlled substance to a degree which renders the person incapable of safe driving.\n<ul>\n<li aria-level=\"2\">The fine for this violation shall be $100.00 for the first offense plus disciplinary action by Allegheny College.<\/li>\n<li aria-level=\"2\">A second offense will be automatically charged under the Pennsylvania State Vehicle Code.<\/li>\n<li aria-level=\"2\">Any student whom a Public Safety Officer has probable cause to believe has violated the provisions of this section shall not be permitted to drive said vehicle; the vehicle keys will be confiscated and the vehicle impounded under Public Safety custody. The car keys will be turned over to the Dean of Students. Release of the vehicle and keys to the involved student shall only be granted on authorization by the Dean of Students.<\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\">Failure of any individual to obey a lawful order issued by a Public Safety Officer or Resource Officer employed by Allegheny College pertaining to traffic duty shall be liable to a $30.00 fine.<\/li>\n<li aria-level=\"1\">Public Safety is empowered to cite, boot, tow, or impound at the owners\u2019 expense any vehicle found in violation on college owned property. The responsibility of any expenses will fall on the owner. Both students and non-students who are flagrant violators of college parking and traffic rules and regulations will be warned after the fourth (4th) offense that their vehicle will be \u201cbooted\u201d to correct their behavior.\u00a0 Vehicles will be subject to \u201cbooting\u201d upon the fifth (5th) violation.<\/li>\n<li aria-level=\"1\">Parking and\/or driving on any lawn area is prohibited. Lawn areas include, but are not limited to, lawns, sidewalks, trails, and all Robertson Field areas. Such action is liable for a fine of $35.00 and restitution for all damage.<\/li>\n<li aria-level=\"1\">Failure to obey signs with regard to Special Event Parking shall be liable for a fine of $30.00 plus towing and storage. Such vehicles will be towed to an approved storage area and released only upon payment of towing charges and storage fees.<\/p>\n<h3><em>Section 402: Disabled Vehicles<\/em><\/h3>\n<p>It shall be the responsibility of the operator of a vehicle to notify Public Safety of the location of the disabled vehicle. Failure to do so may result in ticketing, booting, or towing. All charges are the responsibility of the college-registered owner.<\/p>\n<h3><em>Section 403: Towing<\/em><\/h3>\n<p>Any Public Safety Officer may order an illegally parked vehicle to be removed from campus and placed in storage when the position of said vehicle presents a safety hazard or obstacle to the Allegheny College community or property or if six or more (6) parking tickets have been accrued.<\/p>\n<ol>\n<li aria-level=\"1\">A reasonable attempt must be made to contact the owner\/operator of said vehicle to be towed prior to removal. However, in cases of immediate danger or significant obstruction to College business, vehicles may be towed if the owner is unable to be immediately reached.<\/li>\n<li aria-level=\"1\">If towed, notification via registered mail will be sent to the owner or registered student, in the event that the individual can not be contacted otherwise.<\/li>\n<li aria-level=\"1\">Towing and storage charges are set by the towing agent.<\/li>\n<li aria-level=\"1\">Payment of towing\/storage charges shall be final and conclusive and shall constitute a waiver of any right to recover the money paid.<\/li>\n<li aria-level=\"1\">Payment can be made under protest by filing a form provided within three (3) days.<\/li>\n<li aria-level=\"1\">If it is determined that an improper tow was effected, Allegheny College shall pay only the towing charge.<\/li>\n<\/ol>\n<h3><em>Section 404<\/em><\/h3>\n<p>Allegheny College may revoke or suspend the parking privileges of any individual for cause. Written notification will be made by the Director of Public Safety.<\/p>\n<h3><em>Section 405: Availability of Parking Spaces<\/em><\/h3>\n<p>Registration of a vehicle DOES NOT GUARANTEE a parking space, but only permits the holder of a permit to park on the private property of the college in available spaces. The permit also assists Public Safety in determining vehicle ownership, in case of emergency. Unregistered vehicles are treated as a visitor\u2019s vehicle until the owner is determined to be a member of the Allegheny College community. Identification of vehicles on campus is a serious concern of Public Safety. In accepting a registration sticker, the holder agrees to abide by all traffic and parking regulations. Failure to do so may result in loss or suspension of parking privileges on campus property.<\/p>\n<h3><em>Section 406: Restrictions of Parking<\/em><\/h3>\n<p>Allegheny College reserves the right to restrict parking for special purposes or events at any time.<\/p>\n<h3><em>Section 407: <i>Vehicle Immobilization Devices<\/i><\/em><\/h3>\n<p>Vehicle immobilization, also known as \u201cbooting\u201d, has proven to be a successful method to assist with the collection of unpaid fines and control undesirable parking habits. A \u201cBoot Warning Notice\u201d will be affixed to a vehicle after the owner\/operator receives a fourth (4th) unpaid parking violation. The notice advises that if another violation is observed after receipt of the warning notice a vehicle immobilizer, known as a boot, will be secured to the vehicle by Public Safety. Allegheny College has designated certain parking lots and areas for students, faculty, staff, visitors, and construction and delivery vehicles. Enforcement of parking regulations will be fair, but firm.<\/p>\n<p>When appropriate, citations will be issued as a first step to gain parking compliance; Boots will be used as a second step; and towing will be used as the final method to gain compliance. In all cases, officers will use good judgment when enforcing parking rules and regulations.<\/p>\n<p>Vehicles will be booted for the following reasons:<\/p>\n<ol>\n<li aria-level=\"1\">After the vehicle has been issued five (5) unpaid parking tickets and has failed to take corrective action, and\/or continues to habitually violate parking rules and regulations.<\/li>\n<li aria-level=\"1\">Continues to park in violation of visitor\u2019s or admissions only areas.<\/li>\n<li aria-level=\"1\">Continues to park in violation of assigned lots after having been warned or cited.<\/li>\n<\/ol>\n<p><i>Special Instructions:<\/i><i><br \/>\n<\/i>Vehicles being booted will be fined in accordance with the parking rules and regulations fee and fine schedule. In a case where the boot has been attached to a vehicle, the violator must make arrangements with the Allegheny College Financial Services Office to pay all unpaid fines and the boot removal fee of $100.00. Registered vehicles must display parking decals indicating the areas in which the vehicle is authorized to be parked.<\/p>\n<h3><em>Section 301: Decals and Permits<\/em><\/h3>\n<ol>\n<li aria-level=\"1\">Gold stickers are for college faculty, staff, and administration.<\/li>\n<li aria-level=\"1\">Temporary\/Visitor permits are for visitors and are valid for the date(s) indicated.<\/li>\n<li aria-level=\"1\">Student stickers are valid for the school year as indicated by the sticker.<\/li>\n<li aria-level=\"1\">All parking stickers shall be placed on the extreme lower left-hand corner of the rear window. Exceptions: For canvas-topped vehicles the parking sticker will be affixed to the left side of the rear bumper; For motorcycles, the parking sticker will be affixed to the left fork of the front tire.<\/li>\n<li aria-level=\"1\">Students who register a vehicle will be issued a new parking sticker each new school year to indicate current registration. Parking stickers will be changed for students if housing is changed during the school year.<\/li>\n<li aria-level=\"1\">Permits or decals not properly displayed shall be deemed invalid.<\/li>\n<li aria-level=\"1\">Decals and permits are not transferable from vehicle to vehicle.<\/li>\n<li aria-level=\"1\">Temporary\/Visitor permits and shall be hung from the rearview mirror with the information facing out. In the absence of a rearview mirror, temporary permits may be displayed on the dashboard of the vehicle. These permits can only be obtained at Public Safety. Students are accountable for the parking behavior of their guests and will be responsible for any fines incurred if a visitor defaults on the payment of fines.<\/li>\n<li aria-level=\"1\">Decals and permits shall be purchased\/secured from the Department of Public Safety within the following time limits:<\/li>\n<\/ol>\n<ol>\n<li>Students shall register their vehicles immediately upon bringing the vehicle to campus.<br \/>\nb. Employees shall register their vehicles within one (1) week of their employment.<br \/>\nc. Any person who acquires another or a replacement vehicle shall register said vehicle within 24 hours of bringing it onto campus.<br \/>\nd. Students and employees may only register a vehicle that is owned by them or a member of their immediate families. Exceptions must be cleared through the Director of Public Safety.<\/li>\n<li>Visitors \/ Temporary Permits &#8211; immediately upon arrival on campus.<\/li>\n<\/ol>\n<h3><em>Section 302<\/em><\/h3>\n<p>First year students must register their vehicles upon arrival with Public Safety. At the time of registration they will be assigned their parking privileges.<\/p>\n<h3><em>Section 303<\/em><\/h3>\n<p>All students classified as \u201ccommuters\u201d must register their vehicles and only park in their assigned lots if they desire to park on Allegheny College property.<\/p>\n<h3><em>Section 304: Costs<\/em><\/h3>\n<ol>\n<li>Student Stickers<\/li>\n<\/ol>\n<ol>\n<li aria-level=\"1\">The cost of vehicle registration during the school year is $200.00. Students are only allowed one (1) vehicle to be parked on college property.<\/li>\n<li aria-level=\"1\">Replacement stickers are free of charge. The student will be assigned the same number as their original registration indicates.<\/li>\n<li aria-level=\"1\">If a student changes residence status during a semester they must contact Public Safety to obtain a new parking sticker. Examples would be changing residence halls or moving off or on campus during an academic year. There is no cost to secure a new parking sticker due to a residential change.<\/li>\n<\/ol>\n<ol>\n<li>Temporary\/Visitors Permits<\/li>\n<\/ol>\n<p>A temporary pass for one week may be issued to a student for a fee of $20.00.\u00a0 There is NO CHARGE for issuance of a Registered Visitor permit.<\/p>\n<ol>\n<li>Employee Stickers<\/li>\n<\/ol>\n<p>The sticker will be issued at no charge upon employment with Allegheny College as an employee benefit.<\/p>\n<h3><em>Section 305: Insurance<\/em><\/h3>\n<p>Proof of ownership, operator license, liability insurance and any other pertinent information requested on the registration form is the responsibility of the individual registering said motor vehicle.
