Data Governance – Rolls and Responsibilities

The Office of Institutional Effectiveness is the office responsible for synthesizing data from different systems across campus to produce actionable insights. It manages the single point of contact for data requests, as well as determines, in coordination with data stewards and subject-matter experts, the classification of data.

Data Architect: Responsible for the design of systems to support the evolving data needs of the institution. Ultimately responsible for classification of data and access policies. (2022, Reis and Mousley, Fundamentals of Data Engineering, pg. 77)  – Associate Provost for Institutional Effectiveness, Strategic Planning and Assessment in collaboration with CIO

  • Responsible for designing data structures that allow quick and effective analysis.

Data Analyst: primary or key users of data (i.e. IT Programmer / Analysts, Associate Provost)

  • Serve on an operational level addressing issues related to adherence to standards/procedures, monitoring data quality, raising issues identified, etc
  • Responsible for turning use-cases into data sets

Business Analyst: Consumers of the data prepared by the Data analysts (i.e. VPs, cabinet members, department chairs, etc)

  • Responsible for identifying use-cases.

Subject-matter experts: Person or persons who are responsible for compliance with external entities including regulators, accreditors or professional standards in a particular area of the institution (Dir. Financial Aid, Registrar, Accreditation Liaison Officer, Chief accounting officer, etc.)

  • Responsible for maintaining compliance with laws relating to handling of data in their area, and keeping the data architect and data governance committee informed.

Data steward: – Serve on an operational level addressing issues related to adherence to standards/procedures, monitoring data quality, raising issues identified, etc.

  • Responsible for the quality of the data and whether it enables employees to perform their jobs efficiently

Data Custodian – Serve on an operational level addressing issues related to data and database administration

  • Support the management of access, quality, escalating issues, etc.
  • Serve on an operational level addressing issues related to data and database administration

Data Infrastructure and Security – Responsible and accountable for security and infrastructure of the data. (CIO, ITS) 

Data Governance Working group – cross-functional teams that deliver on data governance projects, initiatives, and ad hoc review committees.  

  • Responsible for defining data challenges, developing proposed solutions and presenting written draft proposals to DGC.
