General Information
Allegheny College uses a “Color Code System” to designate authorized parking lots for both students and employees. All information including a parking map can be located on the college website https://sites.allegheny.edu/public-safety/.
Registration of a vehicle DOES NOT GUARANTEE a parking space, but only authorizes the holder of a permit to park on the private property of the college in available spaces. In accepting a registration sticker, the holder agrees to abide by all traffic and parking regulations. Failure to do so may result in loss of parking privileges on campus property.
Miscellaneous Traffic And Parking Regulations
- All motor vehicles parked on Allegheny College property must be registered with the Department of Public Safety in Murray Hall. Visitors are issued a temporary pass at Public Safety for their time on campus. The person registering the vehicle is responsible for all violations and fines associated with that vehicle. The individual or department – including students, administration, and academics – will be responsible for any fines incurred by a visitor if such person defaults on the payment of fines.
- If for any reason a non-registered vehicle must be on campus, the employee or student must notify the Public Safety Department so that a temporary permit can be issued. If a registered or permitted vehicle becomes disabled on campus, Public Safety must be notified at once to prevent towing or booting.
- The parking sticker is to be placed outside of the rear window in the extreme lower left-hand corner. For canvas-topped vehicles the parking sticker will be affixed to the left side of the rear bumper.
- Vehicles are to be parked in assigned lots only or legally parked along Meadville City streets. Vehicles parked in accessible spaces or visitor lots must display the proper placard or permit. Parking is prohibited where a vehicle blocks a roadway, driveway or exit, on sidewalks and grass, in posted “No Parking” zones, or where otherwise prohibited by PA Title 75, Vehicles.
- Vehicles may be towed at the owner’s expense any time the vehicle becomes a hazard or interferes with traffic or college business, such as for garbage removal, deliveries, etc. Vehicles may also be towed due to accumulated unpaid parking tickets. Vehicle owners will be responsible for the costs associated with towing.
- A vehicle immobilization device, also known as a “boot”, may be utilized to assist with the collection of unpaid parking fines, to gain compliance from repeat offenders, or to identify unregistered vehicles. An additional charge will be assessed for removal of the boot.
- The amount of fines is listed on the tickets. All fines are applied to the student account and can be paid in Financial Services at Bentley Hall. Grades and Transcripts may be held until all fines are paid.
- Allegheny College assumes no responsibility or liability for loss or damage to any motor vehicle parked on Allegheny College property or for any vehicle booted or towed in accordance with this policy
- One parking sticker will be issued for each registered vehicle. Students are limited to registering one vehicle only. However, students will be permitted to change vehicles during the school year but only one registered vehicle will be allowed on Allegheny College property.
- Allegheny College is a pedestrian campus, and all classrooms are located within a few minutes walk from the residence halls and parking areas.
- If students change their residence status during the academic year they must contact Public Safety to obtain a new parking sticker. There will be no cost for this service. Only a valid colored sticker can be displayed for the current school year.
- Traffic and parking regulations will be enforced on all Allegheny College property. This includes the Main Campus, Robertson Field, and College owned houses.
- The Public Safety Department should be notified of any need for long term parking so the requester can be directed to the proper location to leave their vehicle.
Parking signs have been kept to a minimum to preserve the beauty of the campus. It is the responsibility of each student, faculty, and staff member of Allegheny College who desires to park on campus to obtain a copy of these regulations and the campus-parking map. The map designates where faculty, staff, and students, and visitors may park, and it will be each person’s responsibility to be familiar with the map and the locations on campus where parking is permitted.
NOTE: PUBLIC SAFETY DEPARTMENT PERSONNEL SHALL STRICTLY ENFORCE ALL CAMPUS TRAFFIC AND PARKING REGULATIONS.

Article 1: Authority
Section 100
Pennsylvania Consolidated Statutes (PA.C.S.), Title 22 Detectives and Private Police, Chapter 5 Private Police, authorizes the appointment of policemen for non-profit organizations. Section 501(c) states in part: Such policemen, so appointed, shall severally possess and exercise all the powers of a police officer in this Commonwealth, in and upon, and in the immediate vicinity of, the property of the corporation.
Section 101
Jurisdiction for administering all traffic, vehicle registrations, parking registrations, payment of fines, appeals and all other traffic and parking business shall be the responsibility of the Director of Public Safety and/or all members of their staff.
Section 102: Traffic Appeal Committee
This committee shall be composed of the following members of Allegheny College Community:
- Students (2)
- Faculty (2)
- Administrators (2)
- Staff (2)
The Director of Public Safety or their appointed representative shall be the secretary of the Appeal Committee, but shall vote only in cases of a tied decision when all members are present. All decisions of the Appeal Committee shall be jointly confirmed by the Dean for the Student Experience and the Vice President for Finance and Administration, whose decision will be final. The Director of Public Safety shall present a written report after each meeting and at the end of the school year to the members of the appeal committee and to the Dean for the Student Experience and the Vice President for Finance and Administration.
Article II: Definitions
Section 200
ALLEGHENY COLLEGE: Shall mean all lands and buildings owned or leased by or adjacent to Allegheny College.
Section 201
All references to indicated operators are color-coded to match their assigned parking areas.
Section 202
RESIDENT STUDENTS: All students who live in College residential housing or travel less than three miles to campus.
Section 203
COMMUTER STUDENTS: All students who do not live in college owned residence halls and travel more than three miles to campus.
Article III: Registration of Vehicles
Section 300
All motor vehicles parked on Allegheny College property by Administration, Faculty, Staff, and Students, whether resident or commuter, must be registered in the Office of Public Safety. Registered vehicles must display parking decals indicating the areas in which the vehicle is authorized to be parked.
Section 301: Decals and Permits
- Gold stickers are for college faculty, staff, and administration.
- Temporary/Visitor permits are for visitors and are valid for the date(s) indicated.
- Student stickers are valid for the school year as indicated by the sticker.
- All parking stickers shall be placed on the extreme lower left-hand corner of the rear window. Exceptions: For canvas-topped vehicles the parking sticker will be affixed to the left side of the rear bumper; For motorcycles, the parking sticker will be affixed to the left fork of the front tire.
- Students who register a vehicle will be issued a new parking sticker each new school year to indicate current registration. Parking stickers will be changed for students if housing is changed during the school year.
- Permits or decals not properly displayed shall be deemed invalid.
- Decals and permits are not transferable from vehicle to vehicle.
- Temporary/Visitor permits and shall be hung from the rearview mirror with the information facing out. In the absence of a rearview mirror, temporary permits may be displayed on the dashboard of the vehicle. These permits can only be obtained at Public Safety. Students are accountable for the parking behavior of their guests and will be responsible for any fines incurred if a visitor defaults on the payment of fines.
- Decals and permits shall be purchased/secured from the Department of Public Safety within the following time limits:
- Students shall register their vehicles immediately upon bringing the vehicle to campus.
b. Employees shall register their vehicles within one (1) week of their employment.
c. Any person who acquires another or a replacement vehicle shall register said vehicle within 24 hours of bringing it onto campus.
d. Students and employees may only register a vehicle that is owned by them or a member of their immediate families. Exceptions must be cleared through the Director of Public Safety. - Visitors / Temporary Permits – immediately upon arrival on campus.
Section 302
First year students must register their vehicles upon arrival with Public Safety. At the time of registration they will be assigned their parking privileges.
Section 303
All students classified as “commuters” must register their vehicles and only park in their assigned lots if they desire to park on Allegheny College property.
Section 304: Costs
- Student Stickers
- The cost of vehicle registration during the school year is $200.00. Students are only allowed one (1) vehicle to be parked on college property.
- Replacement stickers are free of charge. The student will be assigned the same number as their original registration indicates.
- If a student changes residence status during a semester they must contact Public Safety to obtain a new parking sticker. Examples would be changing residence halls or moving off or on campus during an academic year. There is no cost to secure a new parking sticker due to a residential change.
- Temporary/Visitors Permits
A temporary pass for one week may be issued to a student for a fee of $20.00. There is NO CHARGE for issuance of a Registered Visitor permit.
- Employee Stickers
The sticker will be issued at no charge upon employment with Allegheny College as an employee benefit.
Section 305: Insurance
Proof of ownership, operator license, liability insurance and any other pertinent information requested on the registration form is the responsibility of the individual registering said motor vehicle. Failure to provide the requested information is a basis to refuse registration of any motor vehicle.
Section 306: Liability
Allegheny College assumes no responsibility or liability for loss or damage to any motor vehicle parked on or adjacent to the grounds of Allegheny College, or for any loss or damage related to booting or towing under this policy.
Article IV: Parking Restrictions
Section 400
- All motor vehicles must be parked in areas designated for their assigned parking permit and within the time restrictions identified in Section 301.
- Motor vehicles may not be parked as follows:
- Within fifteen (15) feet of a fire hydrant.
- In a “No Parking” zone.
- In a fire lane or loading zone.
- Across lines denoting a parking space.
- Against a yellow curb.
- On a sidewalk.
- On the grass
- Blocking a thoroughfare, driveway, accessible ramp, or traffic-way.
- In a Persons with Disability Parking Space if a placard is not displayed.
Section 401: Abandoned Vehicles
A vehicle will be presumed to be abandoned under any of the following circumstances: The vehicle is physically inoperable and is left unattended on college property for more than 48 hours; The vehicle remains illegally parked for a period of more than 48 hours; The vehicle is left unattended on college property for more than 48 hours and does not bear a valid registration plate, current certificate of inspection, or an ascertainable vehicle identification number; or the vehicle has remained on private property without the consent of the college for more than 24 hours. Such vehicles will be towed to an approved storage area and released only upon payment of towing charges and storage fees.
Section 402: Disabled Vehicles
It shall be the responsibility of the operator of a vehicle to notify Public Safety of the location of the disabled vehicle. Failure to do so may result in ticketing, booting, or towing. All charges are the responsibility of the college-registered owner.
Section 403: Towing
Any Public Safety Officer may order an illegally parked vehicle to be removed from campus and placed in storage when the position of said vehicle presents a safety hazard or obstacle to the Allegheny College community or property or if six or more (6) parking tickets have been accrued.
- A reasonable attempt must be made to contact the owner/operator of said vehicle to be towed prior to removal. However, in cases of immediate danger or significant obstruction to College business, vehicles may be towed if the owner is unable to be immediately reached.
- If towed, notification via registered mail will be sent to the owner or registered student, in the event that the individual can not be contacted otherwise.
- Towing and storage charges are set by the towing agent.
- Payment of towing/storage charges shall be final and conclusive and shall constitute a waiver of any right to recover the money paid.
- Payment can be made under protest by filing a form provided within three (3) days.
- If it is determined that an improper tow was effected, Allegheny College shall pay only the towing charge.
Section 404
Allegheny College may revoke or suspend the parking privileges of any individual for cause. Written notification will be made by the Director of Public Safety.
Section 405: Availability of Parking Spaces
Registration of a vehicle DOES NOT GUARANTEE a parking space, but only permits the holder of a permit to park on the private property of the college in available spaces. The permit also assists Public Safety in determining vehicle ownership, in case of emergency. Unregistered vehicles are treated as a visitor’s vehicle until the owner is determined to be a member of the Allegheny College community. Identification of vehicles on campus is a serious concern of Public Safety. In accepting a registration sticker, the holder agrees to abide by all traffic and parking regulations. Failure to do so may result in loss or suspension of parking privileges on campus property.
Section 406: Restrictions of Parking
Allegheny College reserves the right to restrict parking for special purposes or events at any time.
Section 407 Vehicle Immobilization Devices
Vehicle immobilization, also known as “booting”, has proven to be a successful method to assist with the collection of unpaid fines and control undesirable parking habits. A “Boot Warning Notice” will be affixed to a vehicle after the owner/operator receives a fourth (4th) unpaid parking violation. The notice advises that if another violation is observed after receipt of the warning notice a vehicle immobilizer, known as a boot, will be secured to the vehicle by Public Safety. Allegheny College has designated certain parking lots and areas for students, faculty, staff, visitors, and construction and delivery vehicles. Enforcement of parking regulations will be fair, but firm.
When appropriate, citations will be issued as a first step to gain parking compliance; Boots will be used as a second step; and towing will be used as the final method to gain compliance. In all cases, officers will use good judgment when enforcing parking rules and regulations.
Vehicles will be booted for the following reasons:
- After the vehicle has been issued five (5) unpaid parking tickets and has failed to take corrective action, and/or continues to habitually violate parking rules and regulations.
- Continues to park in violation of visitor’s or admissions only areas.
- Continues to park in violation of assigned lots after having been warned or cited.
Special Instructions:
Vehicles being booted will be fined in accordance with the parking rules and regulations fee and fine schedule. In a case where the boot has been attached to a vehicle, the violator must make arrangements with the Allegheny College Financial Services Office to pay all unpaid fines and the boot removal fee of $100.00. Proof of payment must be made to Public Safety before a boot is removed.

SNOW REMOVAL AND EMERGENCIES
All members of the Allegheny community may be required to move their vehicles from their assigned lot for snow removal. A snow emergency is an unforeseen combination of circumstances that calls for immediate action. The Allegheny community will be advised as to the lots that will be available to park if this should occur.
Section 501
Motor Vehicle Violations and Fines
No one operating a motor vehicle on the property of Allegheny College shall disobey the directions of any traffic signals or signs placed in accordance with Traffic Committee’s authority unless otherwise directed by a uniformed Security Officer. The fine for the violation shall be $30.00
- No one operating a motor vehicle on the property of Allegheny College shall drive said vehicle in such a manner as to constitute reckless driving and/or driving too fast for conditions. The Traffic Committee and/or its agents need only to establish a prima facie case for moving traffic regulations. FINE: First offense shall be $35.00 plus restitution of any property damage. The second offense shall be loss of driving privileges on campus.
- A person shall not drive any vehicle on the property of Allegheny College while under the influence of alcohol, a controlled substance, or under the combined influence of alcohol and a controlled substance to a degree which renders the person incapable of safe driving.
- The fine for this violation shall be $100.00 for the first offense plus disciplinary action by Allegheny College.
- A second offense will be automatically charged under the Pennsylvania State Vehicle Code.
- Any student whom a Public Safety Officer has probable cause to believe has violated the provisions of this section shall not be permitted to drive said vehicle; the vehicle keys will be confiscated and the vehicle impounded under Public Safety custody. The car keys will be turned over to the Dean of Students. Release of the vehicle and keys to the involved student shall only be granted on authorization by the Dean of Students.
- Failure of any individual to obey a lawful order issued by a Public Safety Officer or Resource Officer employed by Allegheny College pertaining to traffic duty shall be liable to a $30.00 fine.
- Public Safety is empowered to cite, boot, tow, or impound at the owners’ expense any vehicle found in violation on college owned property. The responsibility of any expenses will fall on the owner. Both students and non-students who are flagrant violators of college parking and traffic rules and regulations will be warned after the fourth (4th) offense that their vehicle will be “booted” to correct their behavior. Vehicles will be subject to “booting” upon the fifth (5th) violation.
- Parking and/or driving on any lawn area is prohibited. Lawn areas include, but are not limited to, lawns, sidewalks, trails, and all Robertson Field areas. Such action is liable for a fine of $35.00 and restitution for all damage.
- Failure to obey signs with regard to Special Event Parking shall be liable for a fine of $30.00 plus towing and storage. Event Parking Lots will be designated and it will be the responsibility of the vehicle owners to comply with the event schedule.
Article VI: Enforcement and Appeals
Section 600: Exclusions
Emergency, Public Safety, Physical Plant, delivery vehicles, contractors, and visitors directly engaged in performance of assigned duties are excluded from parking regulations. However, said vehicles shall not be parked or operated in any manner which will constitute a safety hazard.
Section 601: Visitors Violation Response Procedures
Visitors may respond to parking violations by turning in their copy of the citation, along with payment, at the Public Safety Office, or by filling out the mailer and either putting it in campus mail or with the proper postage in a U.S. Post Office mailbox. Registered visitors are responsible for all violations and fines associated with their vehicle. The individual or department sponsoring a visitor – including students, administration, and academics – will be responsible for any fines incurred by a visitor if such person defaults on the payment of fines. Violations not responded to by visitors shall be brought to the attention of the Director of Public Safety for disposition.
Section 602: Student/Employee/Staff Violation Response Procedures
In all cases, the violator may bring their copy of the ticket to the Financial Services Office in Bentley Hall and make payment, or place the amount of the fine in the courtesy mailer and either drop it into the campus mail system or, with the proper postage, place it into a U.S. Post Office mailbox. Payment shall be made within three (3) days of the violation.
Section 603: Appeal Procedures
An appeal form must be filled out at Public Safety during the semester in which the violation occurred, and prior to the commencement of the Traffic Appeal Committee meeting. Fines applied to student or employee accounts will be removed if the appeal is approved by the Appeals Committee.
The Traffic Appeal Committee will officially meet once a semester, however if there are a considerable number of appeals the Director may convene additional hearings. Persons need not be present for their appeal to be considered.
Section 603: Prima Facie
Department of Transportation vehicle registration information shall be prima facie evidence against the registered owner of vehicles in violation of parking and traffic regulations.
Section 604
Nothing in this set of regulations will preclude the filing of charges under the Pennsylvania Vehicle Code or Pennsylvania Crimes Code.
Article VII: Parking Spaces
Attention should be given to parking sign designations at the entrance of each parking lot. Each parking lot sign will reflect which vehicle permits are authorized to park in the specific lot. If the lot is designated for both student and employee parking, it will be divided within the lot by signage.
Lot #1: Delta Tau Delta (OC-Orange)
This lot is for the residents of Delta Tau Delta, and Commuters, and can be accessed off of S. Highland Ave.
Lot #2: Highland Ave. Resident Lot (CC-Yellow, and OC-Orange)
This lot is primarily for the residents of College Court, but Commuters are also allowed to park here. This lot can be accessed from Highland Avenue and is north of Sherman St.
Lot #3: Phi Psi Lot (OC-Orange)
This lot is for use by the residents of the Phi Psi Fraternity. Access to this lot is off E. College St. east of Highland Avenue.
Lot #4: Ravine Lot (RA-Green and All Registered Vehicles)
This lot is for Ravine Hall Residents along with All Registered Allegheny College Vehicles. It is accessed from the east end of East College St.
Lot #5: Edwards lot (ED-Brown, RA-Green)
This lot is for Edwards Hall and Ravine Hall residents and is accessed off Highland Ave., north of East College on the east side of the street.
Lot #6: Wise Center (Gold)
This lot is entered from Highland Ave. and the Wise Center. It is for employee parking only.
Lot #7: Crawford Hall (CR-Purple, OC-Orange, AC-Pink)
This lot is located north of Crawford Hall off of East John St. and is primarily for Crawford Hall residents. Commuters and Allegheny Commons residents may also park in this lot.
Lot #8: Wise Center (Gold)
This lot is located on the north side of the Wise Center and is for employees only.
Lot #9: Vukovich Lot (Gold)
This lot is located off of Highland Avenue north of the Campus Center. This is an employee-only lot with the exception of three (3) temporary 30 minute parking spaces, and four (4) Registered Visitor spaces.
Lot #10: Highland/Limber Rd (RA-Green, NV-Black, and BR-Red)
This lot is accessed from Highland Ave. and is used by Brooks, North Village, and Ravine residents.
Lot #11A: Caflisch Lot – West Side (NV-Black and Registered Visitors)
This lot is accessed off of John St. This lot is for North Village, and Visitors only and shares an outside boundary with Lot #11B.
Lot #11B: Caflisch Lot – East Side (OC-Orange)
This lot is accessed off of John St. This lot is for Commuters only and shares an outside boundary with Lot #11A.
Lot #12: ABC House-288 Loomis Street (OC-Orange and SC-Silver)
This lot is located behind the house and is for Commuters and Schultz Hall Residents.
Lot #13: Clover Lane Lot (Gold)
This lot is located behind the Library off of Clover Lane and Sherman St. This lot is for employees only.
Lot #14: Motor Pool Lot (Motor Pool Vehicles Only)
This lot is accessed from Sherman St. on the south side of the library and is for the college motor pool vehicles only.
Lot #15: Carnegie Lot (Gold)
Access to this lot is off of North Main St. south of Carnegie Hall. This lot is for employees only.
Lot #16: Reis Hall Lot
Access to this lot is off of North Main Street and is for Registered Visitors Only. Due to construction, this lot will not be in operation during the 2025 – 2026 academic year.
Lot #17: Admissions Visitors Only
This Lot is located on John Street, west of North Main Street, in front of 454 House and is for Admissions Visitors only.
Lot #21A: Lower Odd Fellows Lot (Gold)
This lot is located behind the Odd Fellows Building with access from Prospect Street, or Allegheny Street and is for employees only.
Lot #21B: Upper Odd Fellows Lot (BR- Red, BA-Dark Blue, OC-Orange and Gold)
This lot is located behind the Odd Fellows Building with access from Allegheny St. This lot is for residents of Brooks, Baldwin, and Commuters. There are also limited spaces for employees along the building.
Lot #22: Steffee Science Building Lot (AC-Pink, BR-Red, BA-Dark Blue, CC-Yellow, ED-Brown, OC-Orange and Gold)
This lot is accessed from Allegheny St. east of Park Ave. This lot is for Allegheny Commons, Brooks Hall, Baldwin Hall, College Court, Edwards Hall, Commuters, and employees. Signs designate where each permit color can park within the lot.
Lot #23: Carr Hall/Park Ave. Lot (Gold)
This lot is accessed from Park Ave. on the west side of Carr Hall, and is for employees only.
Lot #24: Park Ave. Alley Lot (BR-Red)
This lot is located on the west side of Park Ave. across from Brooks Hall with access from Park Ave. This lot is for Brooks Hall residents only.
Lot #24A: Behind Lot 24 (AC-Pink, BR-Red, CR-Purple, OC-Orange, and SC-Silver)
This lot is for residents of Allegheny Commons, Brooks, Crawford, Commuters, and Schultz Hall. This lot can be accessed from Lot 24 or from Prospect Street.
Lot #25: Park Ave. Prospect Lot (Gold)
This lot is located on the west side of Park Ave. across from Schultz Hall and is for employees only.
Lot #26: Registered Visitors Only / Temporary Pass. This lot is accessed from Park Ave. This is for the use of registered visitors only. Permits issued by Public Safety.
Lot #27: Schultz Loading Dock Lot (Gold)
This lot is accessed from Park Ave and is on the west side of Schultz Hall. It is for employee parking only.
Lot #28: Loomis/Park Ave. Lot (Gold & SC-Silver)
This lot can be entered from either Loomis St. or Park Ave. and is south of Schultz Hall. This lot is for the residents of Schultz Hall and employees only.
Lot #29: Loomis Maintenance Parking
This lot is located behind Maintenance with an entry from Loomis St. This lot is for maintenance vehicles only.
Lot #30 and Lot #30A: North Village Lot (NV-Black)
These lots are for North Village residents only. They are located at the North Village buildings and can be accessed off of Highland Ave.
